Our Story
First, we made the connection. Royalties do equate to restoration.
Second, we analyzed the facts. Most folks are not aware of the significant contributions the production the Gulf of Mexico makes to America. With over 15% of our Nation’s oil produced off the coast of Louisiana, over $5 billion in royalty revenue to the Federal Treasury in 2019, and tens of thousands of jobs, we decided it was time for America to hear the true story. Our trusted Gulf Coast elected officials and front-line leaders are the best fit to share this message and tell our story across America.
Third, we created the buddy system. Scott Angelle skillfully crafted our Royalties to Restoration concept and buddy system. As a former local elected official, and a member of the National Association of Counties (NACO), Scott knows first-hand the value of our public servants on the front line. He was determined to create a unique and effective way for local leaders to shift from defense to offense! This innovative thought process is where our program “Royalties to Restoration” was created. Royalties to Restoration is a buddy system connecting Gulf Coast Warriors with stakeholders across America.
Fourth, we connected the dollars. In addition to offshore oil and gas operations funding coastal restoration projects, it funds the Great American Outdoors Act (GAOA). It should be noted, that the GAOA is the most significant bipartisan conservation legislation in over fifty years and receives its funding from royalties generated by offshore oil and gas operations. A tremendous amount of the investments from Great American Outdoors Act dollars are directed to our America’s National Parks, primarily in the West. Simply put, America’s signature outdoor experiences are enhanced by offshore oil and gas royalties. Succinctly put, its “Royalties to Restoration.”
Fifth, we launched the program. In 2021, Royalties to Restoration began connecting “Coastal Warriors” with stakeholders, more commonly referred to as “Buddies”, across the nation to help educate and engage all Americans on the importance of offshore energy, the Gulf of Mexico and conservation, protection, restoration and recreation projects across the entire country.

Uniquely qualified as the only person in America to have served as a local elected official on a county/parish level AND the Nation’s longest serving Director of the Bureau of Safety and Environmental Enforcement (BSEE); the agency responsible for regulating and managing our Nation’s offshore energy portfolio.

Scott seized an opportunity to play offense and created this initiative “Royalties to Restoration” - a buddy system connecting Gulf Coast Warriors with stakeholders, often referred to as “Buddies” across America.
Maureen Haik Dippel - Program Director
Maureen Dippel grew up in Iberia Parish, a prominent Louisiana coastal parish, the home of robust fisheries and energy production in the Gulf of Mexico. She is a graduate of the University of Mississippi with a Bachelor of Arts in Communications. After Ole Miss, Maureen moved back home to Louisiana where she began her career working in State government.
For ten years, she worked for the Secretary of Louisiana Department of Natural Resources, Legislative Director for the Governor’s Office, and Lieutenant Governor. Maureen most recently worked in the private sector as a client strategist for an association management firm. Outside of work, Mrs. Dippel stays busy with her three children and in her church parish of St. Aloysius, where she has served in leadership positions on several committees and the Parish Pastoral Council. She has a passion for all things energy!
